At least the former GP council that suffered a recall due to a well funded smear campaign and a Mayor who protected Frasher's interest and not that of the council or the city of GP can feel vindicated as another Oregon city had to deal with a Frasher firing. Of course thanks to the GP mayor at the time, he was not fired, he "resigned" with the equivalent of a golden parachute.

OREGON CITY — The Oregon City Commission has voted to dismiss City Manager David Frasher, who had been on administrative leave since August pending an investigation into a noncriminal complaint.
Mayor Dan Holladay says the commission decided on Tuesday to release Frasher, who was named city manager in 2010, from his position because it had lost confidence in him. The motion to dismiss Frasher takes effect Friday.
Holladay would not provide further details on the reason for Frasher's release, but he says the complaint filed against Frasher did not factor into the commission's decision.
Tony Konkol took over as city manager after Frasher was placed on leave. He will continue working in that role until a new city manager is appointed.
Frasher was city manager in Grants Pass from 2005 to 2009 and left under a cloud of controversy.
Frasher and several Grants Pass City Councilors clashed, leading to an effort to fire him. The council passed both a motion and resolution to fire Frasher, who tendered his resignation. Then-Mayor Mike Murphy vetoed the resolution, but motions cannot be vetoed. In Frasher's final days in Grants Pass, a debate raged over whether he was fired or resigned.
Ultimately, Frasher left Grants Pass with a severance package of $189,829, including payroll taxes, unemployment and other benefits. It contained a lump sum payment of $115,825 to him as well as six months of health insurance coverage.
A few months later, five of the city councilors involved in the controversy were recalled from office. A reformulated council stipulated that Frasher's resignation overrode both council attempts to fire him.
Frasher was the city administrator in Ashland, Wis., for four years before coming to work in Grants Pass. Before that he was the city administrator in Oak Grove, Mo. from 1999 to 2001.
