No, matter how much you pay or screen you'll end up with a 5% perv. factor. look at the catholic church, about 5% of the total priests. Those 5% screw it up for the 95%.

BTW the kid probably had her skirt hiked up so far her ass was hanging out when she got suspended and pulled it back down.
