Not to diminish the role of teachers. I simply tire of the mantra pay them more you'll get better performance .
No, matter how much you pay or screen you'll end up with a 5% perv. factor. look at the catholic church, about 5% of the total priests. Those 5% screw it up for the 95%.

BTW the kid probably had her skirt hiked up so far her ass was hanging out when she got suspended and pulled it back down.

She was told her skirt was ONE HALF INCH above the dress code.
I don't think that qualifies as her "ass hanging out."
