How far out of Grants Pass would this protective effect radiate outward would be more my question. Right at the city limits? Does it become the devilish hoards at, say, Roseburg, or would it be more like Merlin? Those are some things I'd be wanting to know.

I think it's only for those in the city limits. If you only pay $0.58 / $1000, then your out of luck.
