Kind'a sounds like it. Though it sounds like the local police should have known better then to rely on the father.
I haven't looked in to this but why in the hell would the police give the FATHER the weapons in the first place? The shooter is 29 years old why in the hell did his daddy get the guns?
Maybe that's how they do things in Tennessee.

The sheriff who gave the father the guns should be fired or better.... jailed.
