Looks like tiny insects on or near the telescope lens, perhaps.

I notice a lot of wavy distortion of the moon, similar to water movement, but I don't see the same distortion on the dots (hard to tell, though). This leads me to believe that the dots are within the atmosphere, much closer to the ground, possibly on or near the lens, instead of way up in or past the atmosphere that causes the visual distortions you see.
