Maricopa County Sheriff Joe Arpaio is threatening water and bread for unpatriotic inmates who deface or vandalize the American flag.

"Ten inmates are currently on bread and water for this infraction," Arpaio said.

Arpaio said he has implemented an American flag campaign in his jails.

Each cell is getting a sticker of an American flag. Any inmate who vandalizes the flag will be punished with the restricted diet.

It's not really "bread", it's Nutraloaf we're talking here.

Although, I haven't found any online reviews that say it tastes good.

Each jail must have their own version, I found several variations online:

The first three look to be made with real food. I'd be happy to eat any one of those. (do you have a recipe?) Big Grin

The last one looks like it's a mixture of different canned foods all mashed together. No thanks I'll pass on that one.

"There are many different recipes which include a range of food, from vegetables, fruit, meat, and bread or other grains. The ingredients are blended and baked into a solid loaf. In one version, it is made from a mixture of ingredients that include ground beef, vegetables, beans, and bread crumbs. Other versions include mechanically separated poultry and "dairy blend".[4]" http://en.wikipedia.org/wiki/Nutraloaf

Here's a couple recipes that passed muster with the the Appellate Court of Illinois in 2001: http://www.state.il.us/court/opinions/ap...#AppendixA

"Single Meal Loaf Recipe
This recipe must be followed without substitution or variation in procedure. Any such change could effect the nutrient content.

2 oz Ground Beef
Brown off in kettle and drain thoroughly
4 oz Canned, Chopped Spinach
4 oz Canned Carrots, Diced
4 oz Vegetarian Beans
Open and drain all vegetables well

4 oz Applesauce
1 oz Tomato Paste
1/2 cup Potato Flakes
1 cup Bread Crumbs
2 oz Dry Milk Powder
1 tsp Garlic Powder or Flakes

Combine beef and vegetables. Gradually blend in remaining ingredients until well combined. Mixture should be stiff but moist enough to spread. Each loaf should weigh 1 1/2 pounds precooked weight and be scaled to insure proper weight. Place mixture into a loaf pan that has been sprayed with pan release and lined with filter paper.
Each loaf should bake at 300 degrees Fahrenheit in convection/steam oven for approximately 40 minutes or until the loaf reaches 155 degrees internal temperature.

So, basically, Arpio just shows that he wants to punish people. He gets pleasure from it. He sets up scenarios just to get reactions that he can punish.

According to his own web site Joe Arpaio, self proclaimed "America's toughest sheriff", doesn't believe in coddling criminals, and frequently says that jails should not be country clubs. He banned smoking, coffee, pornographic magazines, movies and unrestricted television in all jails. He has the cheapest meals in the country too. The average inmate meal costs under 20 cents (!).

He's also America's most sued sheriff, and so far has cost the taxpayers of Maricopa County, AZ over $42 Million in settlements and awards from over 5,000 lawsuits, of which more than half claimed civil rights violations.

I think obesity affects the mental process, too much fat clogging up the pipes. I also wonder if his colon is so clogged he can't Arpio properly.

Another effort Sheriff Joe has in mind will likely upset his detractors even more; namely, Arpaio intends to begin separating U.S. military veterans from other inmates. “These guys served our country,” he explained. “I want them to have special training, job programs, I want to have a program that helps them get jobs after they serve their time,” he said.
Sheriff Joe added: "I’m sure any effort to house veterans separately from the others will get the ACLU [American Civil Liberties Union] after me again, but these guys fought for our country and I want to do something for them."

I don't suppose treating ALL inmates with respect, trying to rehabilitate them, give them something to get them out of the cycle of criminal behavior might do something to relieve pressure on the overcrowded jail system?

No, that would be silly. Treat them like scum, lock up non-violent offenders right alongside repeat violent offenders, let the rich buy their way out most of the time, and let the poor rot. Then see what types of people you get going into jails. Then see what types of people you get coming OUT of jails...
