If a legal citizen, or citizens, leave our country to join a terrorist organization should they be let back in or have their citizenship status revoked for good?

He said 'join a terrorist organization', not 'organization whose sole purpose is the destruction of America'.

What if the terrorist organization, was one whose sole purpose was the destruction of North Korea?
What if they had more than one purpose?

What if they joined and didn't participate?
