Apparently, and the guy goes home for lunch too. Maybe he has to cross two different toll bridges, and has to pay both ways?

No just going into SF from the East Bay. There is also a $5 toll on the I-80 and I-880 bridges northbound into Vallejo. Nobody gets out of the San Francisco Bay area without paying to build a bridge.

You can always go north or south from SF without paying a toll
