They are called the Aurora Borealis or the Northern Lights. Here is what that picture would look like from the ground and many more pictures can be found on the internet.

I was thinking it might be a time lapse or special effect and the lights were population centers but Leonard's answer makes more sense.

Yes, I know what Aurora Borealis is. I didn't know they looked like that or even were visible from space. Well, that's what I learned today!
