I looked at it (boring stuff).
Basically he spells out which agency is in charge of what, and the government can provide money and equipment to private industries, to increase production of essential goods and services.
Kind of a overall business development plan to insure the well being of the country.

What did it say to you Simon?

I really don't know what to think of it because I am not sure about the changes made. On some sources it states that it was signed as a precursor to war with Iran based on recent developments. Others said it changed the language to read that it could be enacted even in peace time now instead of just during a war. Way, way far right sources said it was in preparation for martial law and how it could make civilians work for free(servants)Laughing. I searched for the previously signed one but came up empty, but would like to compare it to see what was actually changed or deleted.

I didn't see anything to the effect of "it could make civilians work for free(servants)".

I did see that they assigned authority to one agency for prioritizing and directing labor resources. It also had a provision for "selective service"
I believe most of this is for national emergency, earthquakes, tornadoes, etc...where you have a large population volunteering to help in a disaster. Coordinating their efforts seems prudent to me.

I think it is to jump start his bio-fuels agenda and beefing up FEMA.
